"We can't simplify complex API risk-based codes enough. We still must cost-effectively monitor emissions, safety, and fire systems while meeting all code and industry standards. We have a good PM turnaround program, but there's still a lot of work under "safety". Analyzing API-580 Safe Practices left us a complex plan. Does new equipment lower maintenance costs? Can't we shorten our stop turnarounds any more? Our craft thinks there's more that we can cut. Couldn't we define critical path inspection requirements better? Can we get a little more help reducing costs? We can manage safety; we just need fewer critical inspections that drive our turnaround critical path."
